New Orleans, January 6, 1863.

I. Assistant Adjutant Generals of Brigades, Divisions, Districts and other independent commands, and Adjutants of Posts or detached regiments, will immediately apply to these Headquarters for a six months' supply of blanks, based on the following allowance :

40 Consolidated Morning Reports, Regimental (new form);
10 List of Rolls, &c., to be made out by company commanders;

II. At the seme time they will report to these Headquarters the number of books required to make up the following allowance, that the deficiency may be supplied by requisition on the Adjutant General of the Army at Washington :

Such number of copies of each of the foregoing works as may be necessary under the circumstances, not to exceed

5 Outpost Duty;

1 Mustering Regulations.

1 Heavy Artillery Tactics;

III. The allowance of blanks and books for detached companies and posts will be in the above proportions.

IV. The requisitions must be approved by the commanding officers concerned.

New Orleans, January 6, 1863.

I. All Provost Marshals, whether of districts, parishes, cities or villages, or attached to the military commands, will immediately report in writing to Colonel JOHN S. CLARK, Provost Marshal General of the Department of the Gulf.

II. The Chiefs of the Staff Departments at these Headquarters will correspond directly with the officers of their respective corps on all matters relating exclusively to their own Departments, and will communicate the orders of the Commanding General thereon.

All other communications, intended for the Commanding General, will be addressed to the Assistant Adjutant General.

III. Inspection reports of unserviceable property will hereafter be forwarded to the Chief of the Staff Department to which the property pertains, who will communicate the action of the Major General Commanding upon the reports, and dispose of them as required in paragraph 1023, Revised Army Regulations, 1861.

IV. Special attention is called to the following paragraphs of the Army Regulations, and their strict observance is enjoined:

442. If General Orders are not received in regular succession, commanding offi cers will report the missing numbers to the proper headquarters.

449. Written communications from a commander to those under his command may be made by his staff officer; in all other cases by the officer himself.

450. In signing an official communication, the writer shall annex to his name his rank and corps. When he writes by order, he shall state by whose order.

No. 4.

A national salute will be fired at noon, on the 8th of January, at each of the military posts, and by the artillery of each separate command, in this Department, in honor of the day.
