each succeeding election, two persons qualified as aforesaid, shall be elected for members of the town council to serve for three years; but previously to opening the first election, the inhabitants of said borough qualified to vote for borough officers as aforesaid, who may be present at the place where the election is to be held, shall choose two persons as inspectors, one as judge, and two clerks of said election, and said election shall be conducted according to the general election laws of this Commonwealth.

AN ACT

To erect a new election district out of parts of Coal Brook and Chapman townships, in Clinton county; to extend the limits of the borough of NorthEast, in the county of Erie; erecting the borough of Centreville, Butler county, into a separate election district; regulating certain election districts in the counties of Cumberland and Lawrence; incorporating the Philadelphia Institute; fixing the time and place for the election of officers to conduct the affairs of the Lackawanna and Susquehanna railroad company, and relative to the collection of State and county taxes in Spring township, Berks county.

SECTION 1. Be it enacted by the Senate and House of Representatives of the Commonwealth of Pennsylvania in General Assembly met, and it is hereby enacted by the authority of the same, That

all those parts of the townships of Coal Brook and Chapman, in the Grugan election County of Clinton, beginning at the mouth of Furney's run, thence to district, Clinton the line of Gollouher township, where the eastern line of a tract of co., erected. land in the warrantee name of Joseph Feron, number four thousand eight hundred and forty, strikes said line; thence along the line of Gollouher township, until it strikes the line between Coal Brook and Chapman townships; thence in a straight direction southerly, until it strikes the northern line of a tract of land in the warrantee name of Robert Fleming; thence so as to include the land of William White, to the Susquehanna river; thence in the same direction across the

river until it intersects the line between Chapman and Bald Eagle townships; thence along said line until it reaches the line of Coal Brook township; thence in a straight direction to the place of beginning, shall form a separate election district, to be called the Grugan district, and the qualified voters therein shall hold their general, presidential, and special elections in said district, at the house of James Grugan.

SECTION 2. That from and after the passage of this act, the limits of the borough of North East, in the county of Erie, be, and the same are hereby extened so as to include the territory embraced in the following Erie co., exten- boundaries, to wit: beginning at the south east corner of said borough; thence south extending the east line of the same to the south line or boundary of the Erie and North East railroad; thence westerly along the said southern boundary of said railroad, including lands purchased of Osee Selksgys, by the Erie and North East railroad company, for the North east station, until it reaches a line drawn parallel to the west line of said borough; thence along said line to the south west corner of said borough, including in all about fifty acres of land, and being a part of the township of North East, and the territory so included shall constitute a part of the election and school district of the borough of North East, and shall be subject to all laws relating to said borough.

SECTION 3. That the burgess and town council of the borough of Meadville in the county of Crawford, be, and they are hereby autherized and empowered to levy, for ordinary borough purposes, under existing laws, any amount of taxes necessary therefor, not exceeding in any one year ten mills upon the dollar, of the valuation in the assessments for county purposes.

SECTION 4. SECTION 6. That the act approved the eighteenth March, one thousand eight hundred and fifty-two, changing the holding of township as well as general elections in Newton township, in the county of Cumber land, be, and the same is hereby repealed, so far as relates to the holding general elections in said township.

SECTION 7. That the qualified electors of Neshannock township, in Neshannock tp., the county of Lawrence, shall hold their general and township elections at the house of John Shoaff in said township.

That the subscribers to the association called the Philadelphia Institute, and all such persons as may hereafter be admitted as members of the same, shall be, and they are hereby declared to be a body politic and corporate in law, by the name and style of the "Philadelphia Institute for the promotion of the mechanic arts," to have perpetual succession, and take, hold, and enjoy lands, tenements, and heredi

taments: Provided, That the clear yearly income of the real estate held by them shall not exceed three thousand dollars.

To incorporate the Wyalusing plank road company; relative to the Sullivan and Bradford plank road company; to the place of holding elections in Cherry township, Sullivan county; and Choconut township, Susquehanna county; requiring the Lackawanna and Western railroad company to erect sign boards in certain places; to the Tunkhannock borough school district; to township treasurers of Sullivan county; and to the trustees of the contingent fund of the Asylum company.

SECTION 1. Be it enacted by the Senate and House of Representatives of the Commonwealth of Pennsylvania in General Assembly met, and it is hereby enacted by the authority of the same, That Henry Commissioners. J. Champion, N. D. Snyder, Henry Dewers, David Post, Leonard Learle, Henry Drinker, Asa Olmstead, William Jessup, Isaac L. Post, Benjamin S. Bentley, Jesse T. Birchard, Walton J. Sherwood, Nelson Ross, Justus Lewis, John Taylor, Charles F. Wells, George H. Wells, Bascom Taylor, Berton Edwards, John H. Black, Harvey B. Ingham, William Camp, Junior, and L. P.
