AN ACT

To change the place of holding the general and township elections in the borough of Newcastle, and township of Neshannock, in Lawrence county; to regulate certain election districts, and relative to the election of supervisors and poor-master in Sterling township, Wayne county.

SECTION 1. Be it enacted by the Senate and House of Represen tatives of the Commonwealth of Pennsylvania in General Assembly met, and it is hereby enacted by the authority of the same, That from and after the passage of this act, the qualified electors of the Borough of New borough of Newcastle, in the county of Lawrence, shall hold their Castle, Lawgeneral and township elections in the west wing of the public school house in said borough.

AN ACT

To revise and amend the charter of the African Methodist Episcopal Church, in the city of Philadelphia, in the Commonwealth of Pennsylvania.

WHEREAS, The African Methodist Episcopal Church, of the city of Preamble. Philadelphia, in the Commonwealth of Pennsylvania, commonly called Bethel church, has suffered great inconvenience from the imperfect and defective character of its original articles of association, adopted and approved in September, Anno Domini, one thousand seven hundred and ninety-six, and the several articles amending the same, approved in July, one thousand eight hundred and seven, and in April, one thousand eight hundred and twenty:

And whereas, At a public meeting of the members of the said church held in the church, in Sixth street above Lombard, in the said city, on the seventeenth day of March, one thousand eight hundred and fiftyone, it was resolved that a revision of the character of the said church was expedient and necessary; therefore,

SECTION 1. SECTION 6. That the members of the corporation shall have power to adopt such by-laws as may be necessary to secure a proper administration of the secular affairs of the said corporation: Provided, The same be not inconsistent with the provisions of this act.

SECTION 7. That the articles of association and the amendments thereto, referred to in the preamble to this act, shall be superseded hereby, from and after the first election of officers herein authorized.

For the relief of Edward Fitz Randolph and Robert Dickson, soldiers of the Indian War.

SECTION 1. Be it enacted by the Senate and House of Representatives of the Commonwealth of Pennsylvania in General Assembly met, and it is hereby enacted by the authority of the same, That the State Treasurer be, and he is hereby authorized and required to pay Edward Fitz Randolph and Robert Dickson, of Crawford county, soldiers of the Indian war, an annuity of forty dollars during life, to each, commencing on the first day of January, one thousand eight hundred and fifty-two, to be paid semi-annually on the first day of January and first day of July.

AN ACT

For the relief of Nancy Kirkpatrick, widow of a soldier of the Revolutionary

war.

SECTION 1. Be it enacted by the Senate and House of Representatives of the Commonwealth of Pennsylvania in General Assembly met, and it is hereby enacted by the authority of the same, That the State Treasurer is hereby authorized and directed to pay Nancy Kirkpatrick, of Perry county, widow of a soldier of the Revolutionary war, or her order, an annuity of forty dollars, in half yearly payments, to commence on the first January, one thousand eight hundred and fifty-two.

AN ACT

To lay out a State road on the line of the Somerset and Bald Hill turnpike road in Somerset county.

SECTION 1. Be it enacted by the Senate and House of Representatives of the Commonwealth of Pennsylvania in General Assembly met, and it is hereby enacted by the authority of the same, That Commissioners. David Smith, Peter Rhoads, John B. Miller, Joseph Chorpenning, Boas Pewe, and Henry Frank, are hereby appointed commissioners to view and lay out a State road from a point at or near Henry Frank's tavern, on the Bedford and Somerset turnpike road, to the Bedford and Stoystown turnpike, where the Somerset and Bald Hill turnpike intersects the same, following the line of the last mentioned road as far as practicable and deviating therefrom only at such points as, in the judgment of the commissioners, may be deemed expedient and necessary: Provided, That a grade not exceeding four degrees, can be obtained on that line.

Duties of commissioners.

SECTION 2. That it shall be the duty of said commissioners, or any five of them, after taking an oath or affirmation before a justice of the peace, to perform the duties enjoined upon them by this act with impartiality and fidelity, carefully to view and plainly and distinctly to mark the ground on the line aforesaid, in such manner as to enable the supervisors readily to find and properly construct said road, and for the purpose of fulfilling the duties in this act enjoined, the said commissioners are hereby authorized to employ one surveyor, at a per diem allowance not exceeding three dollars, two chain-bearers and one axeand their con- man, at a per diem not exceeding one dollar, and the said commissioners pensation. shall each receive a per diem allowance not exceeding one dollar and twenty-five cents for each and every day necessarily spent in the discharge of the duties enjoined by this act.

SECTION 3. That it shall be the duty of said commissioners to make made and where out fair and accurate drafts of the location of said road, noting thereon deposited. the courses and distances as they occur, the improvements passed through, and also the crossing of township lines, roads, and waters, with such other matters as may serve for explanation, one copy shall be deposited in the office of the Secretary of the Commonwealth, on or before the first Tuesday of November next, and one copy in the office of the clerk of the Court of Quarter Sessions of the county of Somerset on the day aforesaid, or as much sooner as practicable, which shall be a record thereof, and from thenceforth the said road shall be, to all intents and purposes, a public highway, and shall be opened to the breadth of forty feet, and repaired in all respects as roads are opened and repaired which are laid out by order of the courts aforesaid.

SECTION 4. That the accounts of the commissioners for their pay, and that of the surveyor, chain-bearers, and axeman, shall be made out and returned to the commissioners of the county, and that they be paid out of the treasury of said county, on warrants drawn in the usual way.

SECTION 5. That the said commissioners shall meet at such point as commissioners. they may appoint, on the first Monday of June next, and complete the
