The Assembly proceeded to elect a Moderator, and temporary Clerk, and the Rev. John H. Rice, was chosen Moderator, and the Rev. Robert Cathcart, D. D. was elected temporary Clerk.

The following overture was brought in, and being read and amended, was adopted, viz.

Resolved, That the Rev. John H. Rice, Drs. Green, Miller, Alexander, and Romeyn, and Rev. Messrs. John B. Hoge, and George S. Woodhull, be a committee to enquire into the expediency of collecting information of the doctrine and discipline, and general state of the protestant churches in Europe; and into the expediency of establishing a communication with the judicatories of said churches, or any of them; and that said committee report thereon to the next General Assembly.

The Presbyteries were called upon to report on the subject of the overture sent down by the last General Assembly, proposing an alteration in the Constitution, in the following words:

1. Resolved, That it be recommended to the Presbyteries to alter the ratio of representation by substituting in Chap. XI. Sect. 2, the word nine for the word six, and the word eighteen in place of the word twelve.

2. That the Presbyteries be required to send up to the next General Assembly their respective decisions on the question submitted to their consideration in the above Resolution.

Reports on this subject from the following Presbyteries were received in writing, declaring their concurrence in the proposed amendment, viz. Niagara, Ontario, Onondaga, Cayuga, Geneva, Bath, Columbia, Londonderry, Hudson, Newton, Long-Island, Jersey, NewBrunswick, Oneida, Philadelphia, Northumberland, Huntingdon, Erie, Lancaster, Portage, Grand River, Hartford, Ohio, Winchester, Hanover, Lexington, Washington, Orange, Concord, Transylvania, Harmony, Mississippi, Miami, Fayetteville, and Richland :— Whereupon the General Assembly did and hereby do declare that the above mentioned amendment of the constitution has been duly and constitutionally made.

The committee appointed to prepare a minute, stating the attention which the Presbyteries appear to have paid to the resolution of the Assembly, in relation to the

education of pious young men for the gospel ministry, reported, and their report being read, was adopted, and is as follows, viz.

That the Presbyteries of Ontario, Onondaga, Cayuga, Bath, Oneida, Columbia, Albany, Londonderry, Hudson, Newton, New-York, Long-Island, Jersey, NewBrunswick, Philadelphia, New-Castle, Carlisle, Redstone, Erie, Lancaster, Portage, Grand River, Hartford, Ohio, Winchester, Hanover, Lexington, Washington, West-Lexington, Orange, Fayetteville, Union, and Abingdon, have fully attended to the recommendations of the Assembly. That the Presbytery of Geneva was excused for not complying with that order, on the ground that they had generously contributed towards the same object in another way. That the Presbyteries of Niagara, Champlain, St. Lawrence, Baltimore, Northumberland, Huntingdon, Concord, and Miami, having offered reasons for their non-compliance with the order of the Assembly, were excused.

That no reports have been received from the Presby teries of Richland, West-Tennessee, Transylvania, South Carolina, Muhlenburgh, Mississippi, Harmony, and Shiloh. And that from the information derived from the whole of the reports submitted on this subject, it ap pears that there are at present fifty-nine young men of the description contemplated by the Assembly, under the care of the Presbyteries.

A reference from the Presbytery of Hudson, requesting of the Assembly an answer to the following question, was received and read. "Is baptism, administered by a minister after he is deposed from his office, valid?" Resolved, That in answer to this question, the Presbytery be referred, and they are hereby referred, to Chap. VII. Sect. 1, of the Directory for Public Worship.

It being the order of the day for this morning, the report of the committee appointed by a former Assembly to revise the form of government and of process, was read.

After a considerable discussion on the subject, it was resolved that 1000 copies of the report, in its present

state of progress, be printed, and that a number of copies be sent to the several Presbyteries sufficient to furnish each member with a copy, with a view to obtain from Presbyteries and individuals such suggestions and alterations as may appear to them expedient; that the same be transmitted as soon as practicable to the Rev. Dr. Miller, of Princeton; and that the committee, after availing themselves of the information thus obtained, review and amend their report, and submit the same complete to the next Assembly. Drs. Green, Hill, and Janeway, were appointed a committee to prepare and report a minute to accompany the publication of the above report.

Resolved, That the Board of Missions be requested to present the thanks of this Assembly to the Rev. John H. Rice for the Missionary Sermon which by their appointment he preached last evening.

Resolved, That Drs. Romeyn, Blatchford, and Green, and Mr. Lewis, and Dr. Rodgers, be a committee to confer with a similar committee of the General Synod of the Associate Reformed Church, and report to the next General Assembly the result of their conference, on the subject of a brotherly correspondence between the two churches.

The following communication was received and read: "Session of the General Synod of the Associate Reformed Church, May 27, 1819.

"Resolved, That this Synod reciprocate to the General Assembly their assurances of a disposition to maintain a friendly correspondence; and that the Rev. Drs. Mason and Proudfit, and Mr. M'Loud, ministers; and Messrs. William Wilson, and Henry Rankin, elders; be and they hereby are appointed commissioners to confer on this subject with the commissioners already appointed by the General Assembly, and that the result of their deliberations be reported to this Synod at its next meeting. 66 By order of the General Synod.
