(1) Is the establishment of a Peace Corps training and education program desirable?

(2) What objectives would such a program seek to achieve?

(3) Would the program contribute to the achievement of the purposes of the Peace Corps, as set forth in section 2 of the Peace Corps Act?

(4) What would be the budgetary requirements for such a program? What would be the budgetary implications of establishing such a program?

(5) Should the Secretary of Education have a role in administering such a program?

SEC. 3. REPORT TO THE CONGRESS.

Upon completion of the study required by section 2, the 18 Director of the Peace Corps shall report the results of that 19 study to the Congress, together with such recommendations as

the Director considers appropriate with respect to the

establishment of a Peace Corps training and educational
benefits program.

AMENDMENT TO THE TITLE OF H.R. 2632

Amend the title of the bill to read as follows:

An Act

to require the Director of the Peace Corps to study the
feasibility of establishing a Peace Corps training and
education benefits program. ́ ́.

Chairman FASCELL. I have already discussed the amendment. Is there further discussion?

Mr. GILMAN. It is an excellent demonstration project. It will help those who have not had the proper training. As we know, the Peace Corps is doing outstanding work around the world. I urge my colleagues support it.

PEACEKEEPING ACTIVITIES.

In order to meet urgent requests that may arise, before March 1, 1989, for contributions and other assistance for new international peacekeeping activities (such as those in Afghanistan, Iran and Iraq, and potentially in Angola and/or Namibia, Cambodia, and the Western Sahara), the President may transfer such of the funds described in section 3 as the President deems necessary, but not to exceed $150,000,000, to the CONTRIBUTIONS FOR INTERNATIONAL PEACEKEEPING

ACTIVITIES account or any other appropriate appropriations 15 account administered by the Department of State or the Agency for International Development.

17 SEC. 3. SOURCE OF FUNDS.

The funds that may be transferred under the authority of this Act are any funds available to the Department of Defense 20 during fiscal year 1989, other than funds appropriated by the Department of Defense Appropriations Act, 1989.

22 SEC. 4. AUTHORIZATION REQUIREMENTS.

For purposes of section 15(a) of the State Department 24 Basic Authorities Act of 1956 and section 10 of Public Law 25 91-672, funds transferred under this Act shall be deemed to
