The Constitution of the United States has been treated by some as an original document, as a work of creative genius — an idea that found its extreme expression in Mr. Gladstone's famous declaration: "The American Constitution is the most wonderful work ever struck off at a given time by the brain and purpose of man." And on the other hand the attempt has been made to show that it is drawn entirely from the British Constitution. But neither of these declarations is wholly true.
