carried farther south from time to time and the people there instructed in the work of reformation.

It has been a source of great pleasure and instruction to many of us to listen tonight to Mrs. Booth. It has been suggested to me, Mr. Chairman, that she will hold a sort of a reception after this meeting. Many would like to shake her hand and express appreciation of her beautiful work.

Now as you all are about to leave us, we sincerely hope you will carry with you pleasant recollections which will not only give you pleasure in time to come, but which will some day bring you back to Richmond and give us again the opportunity of showing you how much we appreciate your having been with us.

Charles H. Gootee, Virginia-For fourteen years I have been working among the prisoners of the South and the North as well. I did not know there was anything like this Congress until I got into it, and I thank God for the benefit it has been to me. I go from this Congress with a better disposition, a better heart to help the fallen.

Secretary Shirer-A member of this Congress, a worker in Virginia, presented this letter, and it was felt by those who are interested in this work that it would be well to read it:

Mr. President, Officers and Delegates of the American Prison Association: I am delighted to be accorded the privilege of registering as one of the delegates of this grand body, made possible by the appointment of His Excellency, Governor Claude A. Swanson. As one of the delegates thus honored, I do hereby express my sincere gratitude for privileges given, inspiration received, and hope engendered. In behalf of the colored delegates and the forty thousand colored citizens of this community, who respect law and order, I pledge to you my unqualified support as far as my ability and opportunity will allow, in the effort to better the condition of the unfortunate ones among us who, in keeping with the decision of our courts, must serve terms of imprisonment, to do what lies in our power for the released prisoners, and to leave no opportunity to prevent crime unused. We hail with delight the hour that has come to us, when we can at least be called into council upon such grave matters affecting the welfare of our own people in particular and the human race in general.

President Milligan announced the committee appointed to consider the question of parole for life men. The names have been given elsewhere.

Rev. J. D. Starr, Ohio-I would like to express my appreciation of the admirable address of Mrs. Booth and of the interest she represents and the work she is doing. Much more of this work is known in that part of the country nearer Mrs. Booth's home than in the South.

Commodore Wadhams, New York-I have the honor of being a member of the parole board of the State of New York, appointed by Governor Hughes. We have already felt the influence of the work Mrs. Booth is doing. Her heart is so large and her arms so strong and so far-reaching that it seems as if she would take anybody and everybody. Certainly it is our duty to see that she has thrown upon her hands only those people who cannot help themselves, so to speak. Many want to go to her, but they must remain until they have shown that they are better fitted for her home. I want to take this opportunity of expressing on the part of the parole board of the State of New York our constant, growing appreciation of the glorious work that Mrs. Booth is doing.

The Congress adjourned sine die at 10:15 p. m.
