An Act to continue the Laws now in force relating to Yeomanry Corps in Ireland.

HEREAS an A&t was made in the Forty third Year of 43 G. 3. 6. 121. His prefent Majefty's Reign, intituled An A for authoriz•ing the billetting of fuch Troops of Yeomanry and Volunteer Cavalry

as may be defirous of affembling for the Purpose of being trained together, in Great Britain and Ireland; and for fubje&ing to Military Difcipline, during the War, fuch Serjeants ferving in any • Volunteer or Yeomanry Corps of Cavalry or Infantry as receive conftant Pay, and all Trumpeters, Drummers or Bugle Men ferving therein, and receiving Pay at any Daily or Weekly Rate; and for • the further regulating of fuch Yeomanry and Volunteer Corps; which Act was to continue and be in force during the Continuance of 'the War, and until Six Months after the Ratification of a Definitive Treaty of Peace with France: And Whereas, by an Act made in the Fifty fourth Year of His prefent Majefty, fo much of the

was further continued and amended, and is in force until the End of this prefent Seffion of Parliament; and it is expedient that the fame fhould be further continued;' Be it therefore enacted by The King's Moft Excellent Majesty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this present Parliament affembled, and by the Authority of the fame, That the faid recited Act of the Forty third Year of His Majefty's fo far as herein Reign, fo far as relates to any fuch Troops or Corps in Ireland, expreffed, furand alfo the faid Act of the Fifty fixth Year of His Majefty's Reign, so far as the same amends the said A&t of the Forty third Year, shall be and remain in force from the time of the paffing of this Act, until the Expiration of One Year next after the paffing of this Act, and from thence until the End of the then next Seffion of Parliament; and that all fuch Provifions and Regulations in the said recited A& of the Forty third Year contained, fo far as relates to fuch Troops or Corps in Ireland, as by the faid Act are applied during War, or during the Continuance of War, or during the Continuance of the War, and until Six Months after the Ratification of fuch Definitive Treaty of Peace, fhall be in force as amended by this Act during the Continuance of the faid recited A&ts as aforefaid.

An Act to amend an Act made in the Fifty fixth Year of Hist
present Majefty, for regulating and fecuring the Collection
of the Duties on Paper in Ireland, and to allow a Drawback
of the Duty on Paper used in printing certain Books at the
Prefs of Trinity College, Dublin.

prevent Frauds therein;' Be it therefore enacted by The King's Moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prefent Parliament affembled, and by the Authority of the fame, That from and after the Commencement of this Act, in lieu and instead of any Charge under the faid recited Act on any Paper Maker in Ireland, in refpect of each and every Engine kept or used by fuch Paper Maker, every Paper Maker in Ireland fhall, for and in refpect of each and every Engine kept or used by fuch Paper Maker for the making of Paper of any Sort or Kind whatsoever, or which shall be employed in preparing any Stuff for making Paper of any Sort or Kind whatfoever, be charged with and fhall pay, for each and every Calendar Month, in the Proportion and at the Rate of Twelve Shillings and Sixpence British Currency for each and every Cubic Foot of the computed Content of each and every fuch Engine, to be afcertained according to the greatest Length, Depth and Breadth thereof, fuch Depth to be taken from the Centre of the Spindle of the Roller of each fuch Engine, if the Depth of fuch Engine fhall be the greatest at that Part, or otherwise in fuch other Part of fuch Engine where the Depth thereof fhall be the greateft, and fuch computed Content fhall be without any Allowance or Deduction whatsoever for or on account of any Peculiarity of Shape or Form of fuch Engine, or of any Machinery or other matter or thing which fhall or may be contained therein, or on any other Account; and which faid Rate or Sum fhall be charged and chargeable, and paid and payable, as and for the Duty in refpect of the Quality and Weight of fuch Quantity of Paper as may be produced from any fuch Engine within each fuch Calendar Month as aforefaid.

II. And be it further enacted, That the Officer or Officers of Excife in Charge of any Paper Mill of any Paper Maker in Ireland fhall, within Ten Days after the Fifth Day of every Month, while any Engine or Engines of any Paper Maker fhall be working, or fhall be by Law chargeable as working, make a Return to the Collector of Excife, or other Officer in Charge of the Collection of the District in which fuch Paper Mill fhall be fituate, of the Amount of the Monthly Rate or Sum hereby directed to be charged for the Month ending on fuch Fifth Day of the Month, in respect of all and every Engine or Engines kept or used by fuch Paper Maker at any Time in each and every fuch Month, and alfo of the Quantity, Quality and Weight of all fuch Sorts of Paper, if any, which fhall have been weighed at fuch Mill in the Course of fuch Month, and of the Duty chargeable thereon in refpect of the Quality and Weight of fuch Paper; and every fuch Return fhall be a Charge on the Paper Maker to the Amount of the Monthly Rate or Sum payable under this Act in refpect of all and every fuch Engine or Engines, in cafe there fhall not have been any Paper of any Sort whatever weighed at fuch Mill in fuch Month, or in cafe the Duty chargeable in respect of the Quality and Weight of the Paper which fhall have been weighed at fuch Mill in fuch Month fhall be lefs than the Rate or Sum chargeable as aforefaid for all and every fuch Engine or Engines for fuch Month, and every fuch Paper Maker fhall pay the Sum fo charged and returned; and in cafe the Duty chargeable in refpect of the Quality and Weight of all Paper of every Clafs, Denomination and Kind fpecified in fuch Return as weighed within fuch Month, fhall

fhall amount to or exceed the Amount of the Rate or Sum payable in respect of all and every fuch Engine or Engines as aforefaid, or in cafe any Engine or Engines fhall not be chargeable in any Month, then the Return of the Officer fhall be a Charge on fuch Paper Maker for the Amount of the Duty fo chargeable in respect of the Quality and Weight of all fuch Paper which fhall have been fo weighed in any fuch Month refpectively as aforefaid; and fuch Paper Duty to be paid Maker fhall pay the Duty appearing by fuch Return and chargeable within Three to have become due and payable, within Three Months after the End Months. of the Month for which fuch Return and Charge thall have been made; and every fuch Paper Maker fhall, for every Default in Pay- Penalty. ment of any fuch Duty, forfeit the Sum of Twenty Pounds, together with a Sum equal to double the Amount of the Sum fo returned and charged, and which shall be so payable as aforefaid; and every fuch Officer fhall and he is hereby required to leave a true Copy of fuch Returns in Writing under his Hand with every fuch Paper Maker or at such Paper Mill.

III. And be it further enacted, That from and after the Commencement of this Act, no Licence fhall be granted to any Perfon or Perfons to keep any Mill for making Paper, unless each and Engine for making Paper in fuch Mill fhall contain Fifty Cubic Feet at the leaft, the Content of fuch Engine to be computed and ascertained according to the greatest Length, Depth and Breadth thereof, purfuant to the Regulations and Directions of this Act; any thing in the faid recited Act of the Fifty fixth Year aforefaid, or in any other Act or Acts to the contrary notwithstanding; and the Content Content of Enof every fuch Engine fhall be specified and mentioned in the Licence gine specified to be granted to any Perfon or Perfons to keep any Mill for making in Licence. IV. Provided always, and be it enacted, That nothing herein contained fhall extend to prohibit or prevent the granting of any Licence to any Person or Perfons who, on or before the Fifth Day of August One thoufand eight hundred and fixteen, was or were licensed to keep any fuch Mill or Mills in which every or any Engine kept therein for making Paper was of less Content than Fifty Cubic Feet, nor to prohibit or prevent the granting of any. fuch Licence to any Perfon or Perfons who fince the faid Fifth Day of August One thoufand eight hundred and fixteen, for the first time obtained a Licence to keep fuch Mill or Mills in which any Engine or Engines kept therein for making Paper was or were of lefs Content than Fifty Cubic Feet, and who shall have fuch Licence in force at the commencement of this Act: Provided nevertheless, that it fhall not be lawful for any Perfon or Perfons fo licensed to reduce any Engine in fuch Mill which at the time of the paffing of this Act fhall contain Fifty Cubic Feet or more to any Content lefs than Fifty Cubic Feet; and if any Perfon shall fo reduce any fuch Engine, the Licence of fuch Perfon fhall be and is hereby declared to be void.

pursuant to the Provisions of the faid recited Act of the Fifty fixth Year aforefaid, fhall be discovered by any Officer of Excife to exceed by Three Cubic Feet the Number of Cubic Feet which fhall have been mentioned in fuch Return, Account or Notice, as being the Content of fuch Engine, the Paper Maker in whofe Mill fuch Engine shall be found of fuch greater Content fhall, for every fuch Offence, forfeit the Sum of Fifty Pounds; and it fhall and may be lawful for fuch Officer of Excife, and he is hereby required, within Ten Days after fuch Discovery, to make a Return to the Collector or other Officer in Charge of the Collection of the District in which fuch Mil} fhall be fituate, of all Sum or Sums of Money chargeable in refpect of such increased Content of fuch Engine, from the time mentioned in the last previous Notice of the commencing or recommencing the working of fuch Engine, to and upon the Fifth Day of the Month in which it shall have been discovered that the Content of fuch Engine was so increased, and fuch Return fhall be a Charge on every such Paper Maker, who fhall pay the Duty appearing by fuch Return to be due and payable, within Fourteen Days next after fuch Return fhall have been made, or in default of fuch Payment fhall forfeit the Sum of Twenty Pounds, together with a Sum equal to Double the Duty fo returned and charged; and every fuch Paper Maker shall continue to be chargeable in refpect of the full Content of fuch Engine Maker to make fo long as fuch Engine fhall be chargeable on working; and such Paper Maker fhall, within Ten Days after fuch Charge fhall be made in respect of the Increase of fuch Engine, make a new and correct Return of the Content of fuch Engine to the proper Officer, or in default thereof shall forfeit the Sum of Twenty Pounds.

VI. And be it further enacted, That fo much of the said recited Act of the Fifty fixth Year aforefaid, as requires any Officer of Excife vifiting the Mill of any Paper Maker to enter on the Specimen Paper at fuch Mill all Notices given of the weighing of any Paper, and the Quality and different Claffes, Denomination and Kind of Paper to be weighed, ftamped, marked or labelled by the Officer, fhall, from and after the Commencement of this Act, be and the fame is hereby repealed; and from and after the Commencement of this Act, every Paper Maker who in and by the said recited Act of the Fifty fixth Year aforefaid is required to give any Notice of weighing any Paper, shall, before ferving of any fuch Notice, and he is hereby required and directed, by himself or herself, or by his or her principal Clerk, to enter and infert in Writing, in the Specimen Paper to be kept in the Mill of fuch Paper Maker, the Date of all fuch Notice and Notices which shall pursuant to the Provifions of the faid recited A&t be given to weigh any Paper, and fhall in every fuch Entry specify and declare the Quantity and different Claffes, Denominations and Kind of Paper to be weighed refpectively; and if any Paper Maker shall omit or neglect to infert or caufe to be inferted the Particulars aforefaid in fuch Specimen Paper, every fuch Paper Maker shall for every fuch Omiffion or Neglect forfeit the Sum of Fifty Pounds.

VII. And be it further enacted, That whenever there shall be found in the Mill, Manufactory or other Place of any Paper Maker, Two or more Reams of Paper of the fame Clafs, on the Covers or Wrappers whereof the fame Number and Date of the Charge of Duty

VIII. And be it further enacted, That if any Paper fhall be Paper conveyfound conveying otherwife than in Reams from the Mill or Manu- ing from the factory of any Paper Maker, then all fuch Paper fhall be forfeited, and may be feized by any Officer of Customs or Excife, together forfeited, and with the Package or Packages containing the fame; and every Horfe may be feized or other Beast, Cart, Car or other Carriage, Boat or other Veffel, with Package, used in removing or conveying the fame, fhall alfo be forfeited and may be feized ; and upon the Trial of any Information for the For- Ouus Probandi feiture of any fuch Paper which fhall be found conveying as afore- on Claimant, faid, the Proof of the Person from whom, and the Place from which fuch Paper as aforesaid shall be conveying, shall lie upon the Claimant

or Claimants, and not on the Officer or Perfon profecuting fuch Information.

IX. And be it further enacted, That if any Perfon fhall counter- Forging the feit or forge, or caufe to be counterfeited or forged, the Name of Officer's Name any Officer of Excife upon any Cover or Wrapper of or belonging to or used with or upon any Ream or Quantity of Paper, or upon any Pafteboard, Millboard, Scale board or Glazed Paper, Sheating or Sheathing Paper, Button Paper or Button Board, or if any Perfon fhall have in his or her Cuftody or Poffeffion, or shall utter, vend or fell any Paper with the Name of any fuch Officer counterfeited or forged on the Cover or Wrapper of fuch Paper, or any Pafteboard, Millboard, Scale board or Glazed Paper, Sheating or Sheathing Paper, Button Paper or Button Board, with the Name of any fuch Officer counterfeited or forged thereon, then and in every such case every fuch Person so offending shall for every fuch Offence forfeit the Sum of One hundred Pounds.

X. And be it further enacted, That it fhall and may be lawful for any Officer or Officers of Excise from time to time and all times, by Day or by Night, but if in the Night then in the Presence of a Conftable or other Officer of the Peace, to enter into all and every the Mill or Mills, or other Places of any Person whofe Licence for keeping any Mill or Mills for making Paper shall have expired, to view and examine the State of fuch Mill, and of every Engine, Vat, Wet Prefs or other Utenfil therein; and if any fuch Perfon, or his or her Refusing EnServant, shall not, on Demand made by any Officer of Excife at fuch trance, &c. Mill, or at the Dwelling House of such Perfon, admit fuch Officer into fuch Mill or other Place, or fhall not permit fuch Officer to view and examine all and every such Engines, Vats and Wet Preffes, or other Utenfil, or to do and perform any Act, matter and thing which fhall or may be the Duty of fuch Officer to do or perform, every fuch Perfon fhall for every fuch Offence forfeit the Sum of Fifty Penalty 50l. Pounds.

XI. And be it further enacted, That at or immediately after the Expiration of any Licence granted to any Perfon to keep a Mill for making Paper, it fhall and may be lawful for any Officer of Excife, and fuch Officer is hereby required, to fasten and lock each and every Engine in fuch Mill, in fuch manner as the Commiffioners of Inland Excife and Taxes in Ireland, or any Three of them, fhall direct and appoint; and for that Purpose it fhall and may be lawful for the faid Commiffioners, or any Three of them, from time to time to make and iffue fuch Orders and Directions as they shall think expedient for
