The object of the estimate of appropriation herewith submitted is to accomplish the above purpose and enable the Secretary of War to make refundment of such contributions as may have been made by local interests.

The above estimate of appropriation is necessary to meet a contingency which has occurred since the transmission of the Budget for the fiscal year 1929. I recommend that it be transmitted to Congress.

Supplemental estimate of appropriation required for the service of the fiscal year ending June 30, 1929, by the War Department

Flood relief, Mississippi River: For the reimbursement of funds contributed by local interests to the Mississippi River Commission, and used for emergency levee construction and repair work on the lower Mississippi River on account of the flood of 1927, such sum as may be necessary, not to exceed $1,500,000, the same to be immediately available and to be expended by the Mississippi River Commission: Provided, That the provisions of the flood control act approved Mar. 1, 1917, in so far as they forbid expenditures by the Mississippi River Commission for levee work unless local interests contribute one-third the cost thereof, shall not apply to emergency levee work done, or to be done, on account of the flood of 1927 (submitted)__

SIR: I have the honor to transmit herewith for the consideration of Congress a supplemental estimate of appropriation for the fiscal year ending June 30, 1929, for the National Home for Disabled Volunteer Soldiers, for construction of a mess hall at the Pacific Branch, Santa Monica, Calif., $200,000.

The details of this estimate, the necessity therefor, and the reasons for its submission at this time, are set forth in the letter of the Director of the Bureau of the Budget transmitted herewith, with whose comments and observations thereon I concur.

SIR: I have the honor to submit herewith for your consideration an estimate of appropriation for the fiscal year ending June 30, 1929, for the National Home for Disabled Volunteer Soldiers for

Pacific Branch, Santa Monica, Calif., construction of mess hall....- $200,000

The act of Congress approved February 13, 1928 (Public, No. 26, 70th Cong.), provides as follows:

That there is hereby authorized to be appropriated not to exceed $200,000, to be expended for the construction and installment at the Pacific Branch, Soldiers' Home, Los Angeles County, California, of one general mess building with bakery and equipment and such utilities and appurtenances thereto as in the judgment of the Board of Managers of the National Home for Disabled Volunteer Soldiers may be necessary.

The purpose of the estimate of appropriation submitted herewith is to enable the Board of Managers of the National Home for Disabled Soldiers to carry out the provisions of the above-quoted act. It is highly desirable that the project be completed at as early a date as practicable.

This estimate of appropriation is required to provide for legislation enacted since the transmission of the Budget for the fiscal year 1929. I recommend that it be transmitted to Congress.

PACIFIC BRANCH, SANTA MONICA, CALIF.

Construction of mess hall: For the construction on land now owned by the National Home for Disabled Volunteer Soldiers of a sanitary, fireproof mess hall of a seating capacity of 1,200, including kitchen, bakery, and dormitories for employees; such mess hall shall include all necessary buildings with the appropriate mechanical equipment, including service lines, and equipment for heat, light, fuel, water, sewage and gas, and kitchen, bakery, and mess hall furniture and equipment, including tableware, as may be approved by the Board of Managers, National Home for Disabled Volunteer Soldiers, $200,000, to be immediately available: Provided, That the Secretary of the Treasury, upon request of the Board of Managers, may have all architectural and inspection work in connection with such mess hall performed by the Office of the Supervising Architect of the Treasury Department and the proper appropriations of that office may be reimbursed from this appropriation on that account (act Feb. 13, 1928, Public No. 26, 70th Cong.) AN AMENDMENT OF PUBLIC RESOLUTION 65, APPROVED MARCH 3, 1925, PROVIDING FOR THE PARTICIPATION OF THE UNITED STATES IN AN INTERNATIONAL EXPOSITION TO BE HELD IN SEVILLE, SPAIN

To the Congress of the United States:

In accordance with the accompanying recommendation of the Secretary of State, I request of the Congress legislation that will authorize the appropriations heretofore made or hereafter to be made under the authority of Public Resolution 65, approved March 3, 1925, providing for the participation of the United States in an international exposition to be held in Seville, Spain, to be expended, for the purposes enumerated in the resolution, without regard to the provisions of any other act relating to the expenditure of public moneys, on the certificate of the Secretary of State that the materials or services were necessary to enable the Government of the United States to participate in the exposition.

The attention of Congress is invited to the accompanying report of the Secretary of State and the memorandum of the commission of the United States to the international exposition at Seville, in which the details with regard to the necessity of the proposed amendment are set forth.
