became a law on the 12th day of January, 1899, so
far as the same relates to Pickens County....

to amend an Act entitled 'An Act to provide a
system of county government in the several coun-
ties of this State, so far as it relates to the work-
ing and maintaining the roads and highways in
this State,'
approved March 23, 1896....

An Act to amend section 4 of an Act entitled “An Act to provide a system of county government for the several counties of this State, so far as it relates to the maintaining and working of the roads and highways in this State," approved March 23d, 1896, amended and approved February 23, 1897, and amended and approved February 21, 1898, by inserting Cherokee County.

No. 5. An Act to amend an Act entitled "An Act to provide for the county government of the various counties in this State," passed at the regular session of the General Assembly of 1898, and which became a law on the 12th of January, 1899, so as to exempt Orangeburg and other counties from the operations thereof, and make the same apply to Spartanburg County
