tion will produce the most salutary results, both among nations and individuals; and whatever means should hereafter be proposed by statute, to circumscribe the pernicious consequences of intoxicating liquors, they should admit of no compromise of the evil, by a license to commit it, under "certain restrictions." All laws in advance of this hypothesis, or that fall short of its requisitions, will ever be liable to evasions and violations, by those who regard the laws as so many obstacles to their own personal interests. As an auxiliary to the means employed by those friends of humanity, who are zealously endeavoring to convince mankind of the evils of intemperance, it were highly desirable, "and a consummation devoutly to be wished," that some equitable provision should be made by the Legislature, to sanction and sustain their laudable efforts but your Committee are admonished, by the strong reluctance manifest among the members to enter upon this exciting subject at the present session, that it would be useless and inexpedient to bring forward a bill at this time, to regulate or restrict the sale of ardent spirits; and with great respect for the good motives of the petitioners, we ask to be discharged from the further consideration of the

matter.
