OLMSTED' Resigned March 26, 1908 Appointed April 15, 1908, vice Keep, resigned The Public Service Commission, Second District of the State of New York, was appointed pursuant to the provisions of chapter 429 of the laws of that State for the year 1907, and took office July 1, 1907. It is the practice of the Commission to file written opinions in such contested matters coming before it as seem to demand careful statement of the grounds for the decision. It is also the practice in ex parte applications to file written opinions, where the facts are complicated or an interpretation of the laws conferring jurisdiction upon the Commission is required. These opinions. are first printed in pamphlet form, and will be published in bound volumes from time to time.
