The KING's Most Excellent Majesty in Council.

His Majesty having been pleased to appoint Lieutenant-General Sir Charles Colville, Governor and Commander in Chief of the Island of Mauritius, he this day took the usual oath appointed to be taken by the Governors of His Majesty's Plantations.

The King has been pleased to direct letters patent to be passed under the Great Seal, appointing Lieutenant-General Sir Herbert Taylor to be Master-Surveyor and Surveyor-General of the Ordnance of the United Kingdom of Great Britain

and Ireland.

The King has been pleased to grant unto the Most Noble William Spencer, Duke of Devonshire, Knight of the Most Noble Order of the Garter, His royal licence and permission, that His Grace may accept and wear the insignia of the Imperial Russian Order of St. Andrew:

And the King has been also pleased to command, that the said concession and especial mark of His royal favour be registered in His Majesty's College of Arms.

The King has been pleased to direct letters patent to be passed under the Great Seal of the United Kingdom of Great Britain and Ireland, granting to Vice-Admiral Sir William Johnstone Hope, G. C. B. the office of Treasurer and Receiver-General of the Royal Hospital at Greenwich.

The King has been pleased to grant unto the Right Reverend Father in God George Bishop of Rochester, the Deanery of the Cathedral Church of Worcester, the same being void by the death of Dr. James Hook.

The King has also been pleased to grant unto the Reverend Henry Phillpotts, D. D. the Deanery of the Cathedral Church of Chester, void by the promotion of Dr. Edward Copleston, late Dean thereof, to the See of Landaff.

The King has also been pleased to grant unto the Reverend John Hume Spry, D. D. the place and dignity of a Canon or Prebendary of the Metropolitical Church of Canterbury, void by the death of Dr. Michael Marlow.

The King has also been pleased to grant unto the Reverend William Canning, Master of Arts, the place and dignity of a Prebendary of His Majesty's Free Chapel of St. George, in the Castle of Windsor, void by the death of the Reverend Edward Northey.

TOWN AND PORT OF DOVER, SELECT COMMITTEE REPORT. -RIGHT OF ELECTION.

Martis, 18o die Marti 1828.

Whereas the Select Committee appointed to try and determine the merits of the petition of John Halcomb, of the Inner Temple, London, Esq. and also of James Michael Boxer and John Reynolds, Freemen and Free Burgesses, complaining of an undue election and return for the town and port of Dover, in the county of Kent, have this day reported to the House of Commons, that it appeared to the Committee, that the merits of the petition depended upon the right of election, and that, therefore, the said Committee required the Counsel for the parties to deliver to the Clerk of the said Committee, statements in writing of the right of election for which they respectively contended; that in consequence thereof, the Counsel for the petitioners delivered in a statement as follows: "That the right of election " is vested in the Freemen and Free Burgesses, in"habitants of Dover:" - That the Counsel for the sitting Member delivered in a statement as follows: "That the right of voting is in the Freemen and "Free Burgesses, inhabitants of Dover; and that "the non-inhabitant Freemen, as well as the in" habitant Freemen and Free Burgesses of the town " and port of Dover, have voice in the election of " their Barons to serve in Parliament:" -That upon the statement delivered in by the Counsel for the petitioners, the said Committee have determined, that the right of election is vested in the Freemen and Free Burgesses, inhabitants of Dover, but not in them exclusively: -That upon the statement delivered in by the Counsel for the sitting Member, the said Committee have determined, that the right of voting, as set forth in the said statement, is

I do hereby give this notice, in pursuance of the directions of an Act, made in the twenty-eighth year of the reign of His late Majesty King George the Third, intituled "An Act for the further regulation "of the trials of controverted elections or returns "of Members to serve in Parliament."

THIS day, the Lords being met, a message was sent to the Honourable House of Commons by the Gentleman Usher of the Black Rod, acquainting them, that The Lords, authorised by virtue of a Commission under the Great Seal, signed by His Majesty, for declaring His Royal Assent to several Acts agreed upon by both Houses, do desire the immediate attendance of the Honourable House in the House of Peers to hear the Commission read; and the Commons being come thither, the said Commission, empowering the Lord Archbishop of Canterbury, the Lord High Chancellor of Great Britain, and several other Lords therein named, to declare and notify the Royal Assent to

An Act for enabling Francis John Browne, of Frampton, in the county of Dorset, Esq. to grant and convey a certain capital messuage or mansionhouse, lands, and hereditaments, situate at Forston, in the parish of Charminster, in the county of Dorset, for the purposes of a lunatic asylum for the county of Dorset.

An Act for making, repairing, and improving certain roads leading to and from Truro, in the county of Cornwall.

An Act for repairing and improving the road from Newcastle-under-Lyme to Leek, and several branch roads, all in the county of Stafford.

An Act for repairing the road from Hinckley to Melbourne-common, and other roads communicating therewith, in the counties of Leicester and Derby.
