next preceding such payments, not exceeding ten dollars for each quarter year for travelling expenses; but such payments in the aggregate for such travelling expenses shall not exceed the sum of two thousand dol lars in any one year, and shall be made to the respective pupils entitled to the same in proportion to the distance they may reside from said school."

SEC. 2. This act shall take effect on and after its passage, and all acts and parts of acts inconsistent herewith are hereby repealed.

CHAPTER 420.

AN ACT IN AMENDMENT OF CHAPTER 65 OF THE GENERAL
LAWS, ENTITLED GENERAL PROVISIONS RELATING TO
PUBLIC SCHOOLS."

It is enacted by the General Assembly as follows:

SECTION 1. Sections 9 and 10 of Chapter 65 of the General Laws are hereby repealed.

SEC. 2. In the city of Providence the school committee of city mittee of said city shall hereafter employ the superintendent and teachers, have charge and custody of all school buildings and school property, manage and regulate the schools, and draw all orders for the payment of their expenses from the money appropriated by the city council for the support of public schools: Provided, however, that the city council of said city shall have the expenditure of all sums appropriated for the purchase of land for school purposes or for the improvement of the same or for the construction or repair of school buildings.

SEC. 3. This act shall take effect from and after its passage.

CHAPTER 421.

AN ACT IN AMENDMENT OF CHAPTER 229, SECTION 14, OF Passed Oct. 2,
THE GENERAL LAWS.

It is enacted by the General Assembly as follows:

SECTION 1. Section 14 of Chapter 229 of the Gen-
eral Laws is hereby amended so as to read as follows:
"SEC. 14. Whenever any agent of the Rhode Island
Society for the Prevention of Cruelty to Children shall
make complaint against any person for any of the
offences mentioned in Chapter 115, or whenever any
agent of the Rhode Island Society for the Prevention
of Cruelty to Animals shall make any complaint
against any person for any of the offences mentioned
in Chapter 114, and section 15 of Chapter 283, or
whenever the overseer of the poor of any town shall
make complaint against any person for the violation
of any of the provisions contained in Chapter 81, or
whenever the agent of state charities and corrections,
or the superintendent of the state institutions in
Cranston, or the superintendent of any department of
the state reform school, or the warden of the state
prison, shall make complaint against any person, such
agent or officer shall not be required to enter into any
recognizance for costs."

SEC. 2. This act shall take effect immediately, and
all acts and parts of acts inconsistent herewith are
hereby repealed.

CHAPTER 422.

AN ACT IN AMENDMENT OF CHAPTER 274 OF THE GEN-
ERAL LAWS.

It is enacted by the General Assembly as follows:

SECTION 1. Section 58 of Chapter 274 of the Gen-
eral Laws is hereby amended so as to read as follows:
"SEC. 58. The costs and expenses of administra-

CHAPTER 423.

It is enacted by the General Assembly as follows:

SECTION 1. The quartermaster general, under the

direction of the governor, is hereby directed to cause

to be constructed four caissons with limbers for use of

the First Machine Gun Battery, Brigade R. I. M.

SEC. 2. The sum of sixteen hundred dollars, or so

much thereof as may be necessary, is hereby appro-
priated to enable the quartermaster general to comply
with the provisions of this act, and the state auditor is
hereby directed to draw his order on the general treas-
urer for the payment of the same out of any money in
the treasury not otherwise appropriated, upon proper
vouchers approved by the governor.

SEC. 2. This act shall take effect from and after its
passage.

CHAPTER 424.

AN ACT IN AMENDMENT OF AN ACT, ENTITLED "AN ACT TO Passed Oct. 2,
ESTABLISH A HARBOR LINE IN THE HARBOR, IN THE CITY
OF PROVIDENCE, BETWEEN FOX POINT AND THE RAIL-
ROAD BRIDGE AT INDIA POINT," PASSED JANUARY 31ST,
1865, AND OF THE SEVERAL ACTS IN AMENDMENT THERE-
OF OR IN ADDITION THERETO.

It is enacted by the General Assembly as follows:

SECTION 1. The harbor line defined on a plan
showing the harbor line from Fox Point to the rail-
road bridge at India Point, Providence, May 28, 1864,
surveyed and platted by Cushing and DeWitt, and re-
corded in the city clerk's office in the city of Provi-
dence, in book of plats No. 5, page 47, and subse-
quently altered by Chapter 914 of the Public Laws, is
hereby altered, defined and established as follows,
to wit:-

Beginning at the point marked "K" on said plat
and deflecting 4° 55' 20" southerly from the old line
"K-L" on said plat, and running on a course N. 73°
4' 40" E. a distance of 382.15 feet to an intersection
with the line between the points marked "M" and
"N" on said plat, at a point 44.69 feet easterly from
the point marked "M" on said plat.”

SEC. 2. This act shall take effect from and after
its passage.

AN ACT AUTHORIZING THE CITY OF PROVIDENCE TO HIRE

THE SUM OF ONE HUNDRED AND FIFTY THOUSAND DOL-

LARS TO BE EXCLUSIVELY USED AND EXPENDED FOR THE

COMPLETION OF THE WORK UPON ROGER WILLIAMS PARK

AND BLACKSTONE PARK, INCLUDING THE CONSTRUCTION

OF BRIDGES AND DRIVEWAYS IN SAID PARKS, AND ALSO

FOR COMPLETING THE BLACKSTONE BOULEVARD PARK-

WAY.

It is enacted by the General Assembly as follows:

SECTION 1. The city of Providence is hereby au-

thorized and empowered to hire the sum of one hun-
dred and fifty thousand dollars, to be exclusively used
and expended for the completion of the work upon
Roger Williams Park and Blackstone Park, including
the construction of bridges and driveways in said
parks, and also for completing the Blackstone Boule-
vard Parkway, and to issue its notes and bonds, or
either therefor, for such time, and in such amounts, as
may be fixed by the city council thereof.

SEC. 2. The city council shall annually appropriate,

until said notes and bonds are paid in full, besides a

sum to pay the interest thereon, a sum to be placed as

a sinking fund, sufficient for the redemption of said

notes and bonds when due, and all premiums arising

from the sale of said notes and bonds shall be placed

to the credit of said sinking fund.
