STATE PRINTING AWARD.

STATEMENT SHOWING PROCEEDINGS OF THE BOARD OF PUBLIC
PRINTING, BINDING AND STATIONERY IN AWARDING THE
PRESENT STATE PRINTING CONTRACT.

At a meeting of the Board of Public Printing, Binding and Stationery, held on the 23d day of October, 1909, the specifications and notice to printers asking for bids on State printing, binding and stationery supplies for two years was approved.

The following notice was ordered published once each week for three consecutive weeks in the Indianapolis News. Indianapolis Star and The Fort Wayne Journal-Gazette:

NOTICE TO PRINTERS, BOOK-BINDERS AND STATIONERS.

BUREAU OF PUBLIC PRINTING, BINDING AND STATIONERY,
INDIANAPOLIS, October 25, 1909.

The Board of Commissioners of Public Printing, Binding and Stationery will, in accordance with an act of the General Assembly, approved April 13, 1885, receive sealed proposals at the office of the Bureau of Public Printing, Room 3, State House, Indianapolis, Indiana, on the 23d day of November, 1909, at the hour of 10 o'clock, a. m., for doing the public printing and binding, and furnishing the stationery for the use of the State of Indiana for a term of two years, commencing on the 2d day of December, 1909.

At the same time and in the same manner, covering the same period, the Board will also receive separate bids for the printing and binding of the Supreme and Appellate Court Reports, in accordance with the law authorizing the publication of same.

All bids submitted must be signed by parties proposing to do the work. securely sealed, and accompanied with such certified checks and samples as are hereinafter named. Bidders must bid on all items in the proposals and make extensions of prices, and place the totals at the bottom of each of the classes. Bids will not be considered unless these requirements have been complied with,

Upon receipt of said sealed proposals they will be opened and signed by members of said Board and as soon thereafter as the bids and samples can be properly examined the competing bidders will be notified to be present, when the contracts will be awarded to the lowest and best bidder. or bidders, according to law; the Board, however, reserving the right to reject any or all bids submitted.

Each bidder, at the time of submitting his bid, shall also submit and deposit with the Board, payable to the order of the Governor of Indiana, a certified check on some bank approved by the Board, in the sum of $5,000, for the general printing, binding and stationery contract, and

$1,000 with the bid for the Supreme and Appellate Court Reports contract. as a guarantee that such bidder will enter into a contract pursuant to such bid and notice and the specifications referred to herein, and will submit a bond as herein provided to the approval of the Board, and if any such bidder shall fail to carry out the terms of this notice and such bid and enter into such contract and file such bond, in that event the Governor shall deliver the check, or the proceeds thereof, to the Treasurer of State. to be collected by him as such Treasurer as liquidated damages for the failure of such bidder to carry out the terms of this notice and his bid and the specifications referred to herein, and enter into such contract and file such bond.

The successful bidder or bidders will be required to furnish separate bouds, to be approved by the Board, in the sum of $50,000 for the general printing, binding and stationery, and $15.000 for the Supreme and Appellate Court Reports, at the time said contract or contracts are awarded to said bidder or bidders, for the faithful performance of all work in accordance with the specifications hereinafter named, and that in every instance the paper and material furnished shall be in weight, color and quality the same as called for in the specifications.

The work on the general printing, binding and stationery will be let as a whole to the lowest and best bidder in the aggregate, no division of classes being allowed. divided into three classes, as specified by law, as follows:

The first class shall comprise the laws, journals, reports of officers and public institutions, and all book and pamphlet work to be printed on book paper.

The second class shall comprise all legislative bills, commissions, letter heads, circulars, blanks and other work usually executed on writing paper, and all articles of stationery.

The second class shall also include the printing and blocking of all the State election ballots provided by law of the State of Indiana, and all the printing and stationery that may be required in the preparation and sending out of the State election ballots. All of which shall be prescribed and subject to the approval of the State Board of Election Commissioners.

The third class shall comprise the folding, stitching, covering and binding, and all work belonging to the binding business.

The contract for printing and binding the Supreme and Appellate Court Reports will be let as a whole to the lowest and best bidder, according to law, the Board reserving the right to reject any or all bids submitted.

The contractor or contractors shall maintain an office in the city of Indianapolis for the transaction of all business under said contracts, and must agree, upon the taking effect of the contracts, to maintain a plant of sufficient capacity to do the work of the State speedily and without unnecessary delay. All work under said contracts shall be performed within the State of Indiana.

Any bidder or bidders who shall be awarded these contracts shall not assign or sub-let the same, or any portion thereof, without the written consent of the Board of Public Printing.

The Board has made a basis upon which bids are asked solely for the purpose of securing uniformity of bids, but will not be governed by this

basis alone in awarding the contracts.

Given in the specifications is a statement from the Clerk of the Board showing approximately the quantity of articles used the past two years, which will assist the Board in determining which, if any, of the bids submitted are the best for the State. A. E. Butler, Clerk of the Board, will furnish, upon application, specifications and full particulars regarding the work.

SPECIFICATIONS FOR GENERAL PRINTING, BINDING AND STATIONERY.

The specifications call for the printing and binding of the reports of the officers of State, public institutions, Documentary Journal annually, the Acts of the General Assembly, the House and Senate Journals, and all miscellaneous pamphlets and printing, and furnishing stationery, blanks, etc., that may be needed by the different departments for the public service and the General Assembly, including all printing, stationery and binding ordered by the State Board of Election Commissioners, and which are paid for out of the treasury of State, for two years from the 2d day of December, 1909.

The work to be done above named will be divided into three classes, as follows:

First Class.

All the book and cover paper used in printing the reports, acts, journals and all classes of pamphlet or book printing that may be required for the use of the State, shall be the best on the market, of the quality named in the specifications, and the contract shall be per pound for the amount used, no allowance being made for waste, handling, freight or otherwise. The weight of book and cover paper will be determined by comparison with samples furnished, on basis of 25 x 38 book and 20 x 25 cover, and all weights must be furnished at the same price per pound as that bid on in specifications.

In the printing of reports and all classes of printing requiring the use of book or cover paper, contractor will be required to consult the Board or its Clerk as to the size, weight and quality of paper to be used. If at any time contractor uses any other grade of book or cover paper than that coming within the contract without the consent of the Board or its Clerk, it will be charged at contract price, or if an inferior grade is used it will be allowed for according to grade used, or rejected entirely, if so ordered by the Board.

The composition shall be bid for by the 1,000 ems, actual measure in book or pamphlet, no blank pages or other unreal charge to be allowed; divided into two classes, as follows: Plain matter and rule and figure work. Rule and figure work shall consist of three or more justifications of words or figures with rules, or four or more justifications of words or figures without rules, to be measured as plain matter. one measure, as bid on per 1.000 ems rule and figure work, in accordance with size of type used. All work not classed as rule and figure work shall be measured as plain matter, one measure, as bid on per 1.000 ems plain matter; in accordance with size of type used.

The price bid on. per 1,000 ems shall include the cost of page and galley proofs required, making up pages, handling, locking up forms and all
