"Resolved, That the Committee on Benevolent and Scientific Institutions be instructed to inquire into the expediency of establishing, by law, a house (or institution) for the correction of juvenile offenders, and report by bill or otherwise." The Committee have considered the subject-matter of the resolution, and recommend the establishment of an institution for the correction of juvenile offenders, to the favorable consideration of both branches of the Legislature.
