GENERAL REPORT OF THE BOARD.

The membership of the Board of State Charities remains the same as a year ago. The Governor reappointed Demarchus C. Brown and Mrs. Carrie Goodwin Rexford at the expiration of their respective terms. The members of the Board and of the standing committees for the current year are given on a preceding page of this publication.

It is a pleasure to speak of the great interest Governor Hanly has taken in the charities of the State. He is in harmony with the best ideas of institution management. He believes in the best recognized methods of care, education and treatment of the State's wards; in the conduct of the institutions on the merit system, and in maintaining them upon the nonpartisan basis. With his encouragement and support the institutions of Indiana, which have in recent years attained a favorable position among those of our sister States, are making further advancement. The State is performing its duty more fully than ever before toward its unfortunate citizens.

Sometimes inquiry is made as to what the Board of State Charities is. This Board is an official, unpaid, nonpartisan body, created by statute and appointed by the Governor, for the purpose of supervising the whole system of public charities in this State. The Governor is ex officio a member and its president. The appointive members of the Board are four men and two women. Timothy Nicholson has served continuously as a member of the Board from its creation in 1889. The Board elects a secretary, who is paid a salary. He is an expert in the subject of public charities and in the organization and administration of institutions, and is able to give the benefit of his judgment and the help of his advice for the improvement of conditions and the advance of the charities of our State.

The Board has under its supervision all of the State charitable and correctional institutions, also those belonging to the
