school districts, it seems to me that the districts or some one in Illinois, has been derelict in the matter of enforcing upon the Government some provision for the education of those children, rather than trying to collect it as a war claim growing out of war operations. Mr. SHAFFER. If the school people would come before the proper committee with a bill they would receive attention, so far as those children are concerned. I do not think there would be a particle of question about that. That would go before the Claims Committee, and we have had similar bills to that over there with reference to the Indians and other children going to private schools. I do not think there would be any question in the world about that. (Thereupon, the subcommittee proceeded to the consideration of executive business, after which it adjourned.)
