The terms of the President and Vice President shall end at noon on the 20th day of January, and the terms of Senators and Representatives at noon on the 3d day of January, of the years in which such terms would have ended if this article had not been ratified; and the terms of their successors shall then begin.

Page 26 - Senators makes this delay unnecessary, and since it is unnecessary we do not see what excuse there can bo that men shall sit in an entire session of Congress who have been repudiated by their constituency and some one else elected in their places. We feel that it is wholly possible that the men elected can represent their constituencies as early as provided in this measure and that it would be> for the best interests of the country and of the people. I believe that is all I have to say on the subject....
