FOREWORD

This edition of Court Proceedings and Actions of Vital Interest to the Congress, current to September 1, 1983, is the seventh volume written and prepared by the House Committee on the Judiciary since the statutory responsibility for identifying such cases was assigned to the Committee by the Speaker of the House in May 1979. Once again, our report contains not only discussions of numerous cases on a variety of relevant topics, but also complete reprints of a number of recent decisions referred to in the text. As in previous editions, case summaries have also been included at the beginning of the report which highlight the most important principles of law involved in each proceeding and provide a ready reference to the issues, status, and location of each case.

This report covers a period when a number of significant decisions were handed down, the most noteworthy of which was Immigration and Naturalization Service v. Chadha, in which the Supreme Court declared unconstitutional the so-called legislative veto. Other important decisions were rendered in several of the ABSCAM cases and in the areas of legislative immunity and the right to communicate with Congress.

As I have often said in the past, I view the Committee's obligation to produce these reports to be of immeasurable importance. In addition to keeping the Congress apprised of the most recent judicial developments, these reports hopefully will help others to understand more fully the rights and responsibilities of Congress, its Members, and staff within our system of government.
