The Secretary of State, in obedience to the 20th section of the act entitled "An act legalizing and making appropriations for such necessary objects as have usually been included in the general appropriation bills without authority of law, and to fix and provide for certain incidental expenses of the departments and offices of the government, and for other purposes," approved the 26th of August, 1812, and the act making ap propriations for the civil and diplomatic expenses of government for the year 1836, (section 2,) has the honor to submit to Congress the accompanying statements A, B, C, D, E, and F. That marked A shows the manner in which the fund for the contingent expenses of the Department of State has been expended, so far as the disbursements have been made by the agent of the department, during the fiscal year ending 30th of June, 1850. B. Showing the disbursements from the same fund by others than the agent of the Department of State, as stated by the Fifth Auditor, from the 1st of July, 1849, to 30th of June, 1850. C.-A statement of the balance of the same appropriation remaining in the treasury on the 30th of June, 1850. D.-A copy of a precise and analytical statement by the agent of the department of all moneys disbursed by him during the fiscal year ending on the 30th of June, 1850. E. A statement of disbursements from the fund for contingent expenses of foreign intercourse, for the year ending on the 30th of November, 1850. F.-A statement of the contingent expenses of all the missions abroad, from the 1st of December, 1849, to the 30th of November, 1850, other than those paid by the agent of the Department of State, as stated by the Fifth Auditor.
